USB devices disappear after a hot reboot

I have 6 LTE modules (USB3) connected to an Ubuntu machine, I am using an Asrock motherboard and when I reboot the OS without cutting the power (hot reboot), all the modules on the board don’t appear at all when the server comes back online, but if I do a cold reboot (cut the power to the board entirely), all the modules comes back fine on the first boot.

On the other hand, when I use a different cheaper motherboard, everything just works as expected across all reboots. I am using the same OS and kernel in both (22.10).

How can I start debugging this?
